Position Summary:
KES, Inc. is seeking a Sr. Program Manager with extensive knowledge and experience managing DoD contracts ensuring quality of products and services, schedules, cost control, business relations, and management of personnel. Knowledge and experience working with US Navy Combatant Craft supporting Naval Surface Warfare Center Carderock Division Detachment Norfolk, Combatant Craft Division (NSWCCDDN), Code 83. The PM will manage a multi-disciplinary engineering services Task Orders (TO) including, but not limited to, managerial, structural, mechanical, electrical, electronic, computer and naval architectural engineering disciplines as well as logistics and analytical support personnel.
Responsibilities:
The Program Manager (PM) will manage all aspects of TO supporting Naval Surface Warfare Center Carderock Division Detachment Norfolk, Combatant Craft Division (NSWCCDDN), Code 83 as follows:
  • Personnel and services shall be at the contractor facilities (located near Joint Expeditionary Base Little Creek (JEBLC), Va. and Naval Base San Diego, Ca., Government facilities, fleet operational sites, forward-deployed sites in support of continental United States (CONUS) and outside continental United States (OCONUS) watercraft, test sites and ranges, repair/fabrication industrial facilities, and other private sector facilities.
  • Oversee the development of products and services for the following functional areas:
  • Systems Engineering Technical Management Processes
  • Research and Development (R&D)
  • Acquisition Engineering
  • In-Service Engineering
  • Design and Engineering (Hull, Mechanical, Electrical, Electronics
  • Computer Aided Design (CAD)
  • Integrated Logistics Support (ILS)
  • Boat Inventory Management (BIM)
  • The PM shall be the primary point of contact (POC) for the Government regarding all work performed under the TO and implement a management program for the efficient and effective completion of the Task Order (TO's) requirements. The PM shall possess a clear line of project authority among all organizational elements supporting this TO and its subsequent Task Instructions (TI's).
  • The PM shall be responsible for the completion of all tasks required by this contract and shall be authorized to make binding decisions for the company.
  • The PM shall have resources and authority to ensure efficient and timely program execution for all required program tasks.
  • The PM shall be prepared to present and discuss the status of TIs and their respective requirements, activities, and concerns. The PM shall keep the Procuring Contracting Officer (PCO) and COR informed of any performance issues, cost or financial concerns, and potential problems that, if unresolved, will adversely affect the contractor's performance, schedule or costs, while working to mitigate adverse impacts.
Experience:
  • Fifteen (15) years of experience planning, organizing, directing, and controlling programs to meet objectives, to include experience working with US Government organizations and five years of experience as a manager of a team of skilled professional, technical, and support personnel
  • Knowledge and experience in US Navy Combatant Craft and applicable US Navy, USCG, ABYC and ABS Standards, specifications
  • High level of interpersonal and communication skills
  • Must have an active DoD Secret Clearance
Educational Requirements:
  • A Bachelor of Science (B.S.) degree from an accredited institution in engineering or managerial field
Preferred Skills:
  • Extensive knowledge and experience of US Navy Small Boats/Combatant Craft engineering and design
  • Proficient with Microsoft Office Suite including Word, Excel, PowerPoint, and Project
  • Familiarity with Adobe Acrobat Pro
  • Knowledge of Shipboard Installation practices IAW NAVSEA Tech Spec 9090-310
  • Knowledge and experience in Acquisition and Systems Engineering, Logistics, Integration and Test and Evaluation

Pay Range: $130,000 - $140,000 per year
