Technical Document Management/Librarian
Contingent upon Contract Award
Purpose:
  • Valkyrie Enterprises has a need for a Technical Document Management/Librarian who will be key in providing technical support to the Engineering Support Division; these efforts are in support of MARMC C210.
  • Located in Norfolk, VA
Job Description:
  • Provide coordination, supervision, and support services to maintain the CORETL.
  • Provide technical information services to agencies, shore commands, and fleet units worldwide supporting fleet readiness. Support the CORETL in planning, coordination, and contractor supervision of the CORETL Hub in Building LF-18 on the Norfolk Naval Base.
  • This effort includes, but is not limited, to: Coordinate an alternate work schedule for contractor personnel to support after hour contingencies and responsibilities.
  • Normal operating hours will be consistent with the host activity's (CORETL) work schedule.
  • Any deviations from this must be approved by the SME. Assist with development of CORETL, MARMC Customer Service Center (CSC), and HUB Job Procedures (JOBPROs) as required. Review and recommend changes and updates.
  • Coordinate a customer service; provide assistance to customers as needed.
  • Ensure all customers requesting access to classified information have the proper security clearance and the need-to-know.
  • Provide Model Based Product Support (MBPS) training to customers, as required.
  • Assist, as requested, in the development and revision (as necessary) of a qualification/training program to include:
    • Job Qualification Requirements (JQR), Computer Based Training (CBT), and training lectures for CORETL personnel. Make JQRs available to CORETL personnel. Notify other CORETL activities of upcoming CORETL lectures.
    • Ensure cleanliness of Hub and compliance with all command safety information that supports MARMC mission including MBPS library management system. Provide courier services in support of CORETL customers.
    • Communicate with CORETL customers any changes or revisions to technical manuals; make available to CORETL customers utilizing shared folders.
    • Digitize technical manuals and drawings and upload information into the C200 database.
    • Gain and maintain access to all data and web-based repositories.
    • Provide technical information services to agencies, shore commands, and fleet units in support of fleet readiness and in accordance with CORETL approved JOBPROs, instructions, and policies.
    • Acquire whole or partial technical documents as required to support CORETL requirements through the following methods as appropriate:
      • Automatic Distribution
      • Military Standard Requisitioning and Issue Procedures (MILSTRIP) requisitions
      • Phone and email requests
      • Electronic download/print
      • Facsimile
      • Photocopy
  • Receive, catalog, barcode, mark, label, file documents for Hub files and MARMC codes; disseminate documents to MARMC codes and CORETL Customer Service Sites, as appropriate. Catalog documents IAW the CORETL catalog criteria and 8 conventions as provided in GFI and JOBPRO.
  • Maintain technical document configuration (technical manuals, publications, drawings, aperture cards and other reference/technical library material) at the "highest" level.
    • Utilizing MBPS to prepare, record, submit, trace, process status, cancel, and receipt MILSTRIP requisitions based on Navy Logistics Library (NLL) P2003, Model Based Product Support (MBPS), and Naval Air Technical Data and Engineering Service Command (NATEC) website data and restrictions. In the event of conflicting data, NATEC takes precedence for all NAVAIR documents; NLL takes precedence for other MILSTRIP, and MBPS for non-MILSTRIP requisitions. Utilize MBPS to document/record non-MILSTRIP requisitions for non-stock numbered documents and documents not listed in NLL P2003 or not managed/stocked at Naval Inventory Control Point (NAVICP) Philadelphia.
    • Upload MILSTRIP requisitions for documents managed and stocked by NAVICP Philadelphia via WEBREQS and verify that all files are received daily. Download MILSTRIP requisition status from WEBREQS and upload and process status in MBPS daily to resolve requisition discrepancies, MOV requests, and requirements for cancelled requisitions. Advise requestor of cancellations that do not result in reissue.
    • Review outstanding (MILSTRIP and non-MILSTRIP) requisitions, based on urgency of requirement, at no greater than 45-day intervals, to identify problem requisitions, and to investigate and resolve problems including but not limited to: forwarded requisitions, cancelled requisitions, inadequate/no status response.
    • Fill document requests by utilizing MBPS (or manual system when required) to receive/record and process requests for technical documents from MARMC and other authorized customers, and from CORETL Customer Service Centers. As appropriate, and subject to SECNAV and MARMC HQ, security requirements, assist customers in the use of web access, ATIS or other CD media, and/or provide physical documents reproduced for issue or as checked out material. Perform research to identify current, applicable and up-to-date documents to meet customer and CSC requests. Utilize MBPS to document all such reservation, staging, transit, delivery, and return.
    • Check-out, Check-in, and reissue documents to authorized customers based on CORETL JOBPROs. Conduct appropriate follow-up on overdue documents to ensure documents are returned within four weeks of the due date.
    • Review CORETL holdings for quantity adjustment and/or disposal based on customer use, document status, and availability through Naval Systems Data Support Activity (NSDSA) and receive documents transferred from CORETL CSC for disposal. Delete from MBPS catalog all documents staged for disposal. Destroy and/or dispose of documents in accordance with applicable security regulations.
    • Update MBPS administrative files to maintain accurate and effective system operation, consistency within CORETL sites, and compatibility with interfacing systems.
    • Actively participate in program reviews coordinated by the MARMC.
  • Provide Measures of Effectiveness and other data to MARMC as part of a Monthly Activity Report and at other times as required.
  • Upgrade technical logistics products to conform to industry best practices and standards (i.e., conversion of products to digital format, establishment of links to other technical libraries and related document repositories, infuse web technology to host products already in digital format).
  • When requested, attend meetings, conferences, seminars etc.; document results/outcomes; prepare and submit report to SME/POC.
Qualifications:
  • Must have a High School Diploma and at least 1 year of related experience.
  • Must have at least 1 year practical word processing experience within last 5 years; knowledge of varied and advanced functions of different types of software.
  • Must have at least 1 year of practical word processing experience, within last 5 years, which includes organizing and formatting technical manuscripts and associated data to produce final documentation from rough drafts provided by engineers and technicians.
  • Must have typing proficiency at least 45 words per minute with no more than 3 errors in 5 minutes.
  • Must demonstrate ability to effectively utilize computers and the Microsoft office suite and comply with all Government and Department of the Navy Information Security requirements.
  • Must have formal specialized training, not inclusive of high school, may be substituted on the basis of at least 1 month of training for 1 month of specialized experience, not to exceed 6 months.
  • Must have at least 1 year general experience supporting naval technical library functions.
  • Must have expert Knowledge of SECNAVINST 5510.36 (series).
  • Must have research experience in the following:
    • Surface ship and Submarine; must have at least 1 year specialized experience in advanced research for information requests.
    • Demonstrate experience and capability with high-tempo (over 100 requests a week) for advanced research techniques.
    • Demonstrate knowledge of the various numbering systems, reference numbers, zone numbers, scale, station numbers bill of materials, application block and details for submarine and surface ship drawings.
    • Must have experience training customers. Graduate of Navy Instructor School a plus.
    • Have a strong working knowledge and the ability to retrieve and reproduce submarine drawings, surface ship drawings and maintain access to all appropriate web sites that contain technical information.
    • This requirement includes experience in the distribution of technical information utilizing Army Aviation and Missile Research Development and Engineering Center (AMRDEC), email, and share folder's ensuring security protocol.
    • Must have exceptional customer service skills and demonstrated ability to adapt to high-stress environments.
    • Must be able to cross reference APL data to technical manual, drawing, National Stock Number (NSN), National Item Identification Number (NIIN), and cage code information.
    • Advanced ability in researching manufacturer drawings in efforts to procure vendor drawings in support of naval ship repair. Expert understanding of Expanded Work Breakdown Structure (ESWBS) identification codes.
    • Expert knowledge of acquiring revisions for Ships Drawing Indexes (SDI) and Index of Technical Publications (ITPs) in accordance with ship availabilities.
    • Expert comprehension of naval SUBSAFE standards and TVDs. Ability to accurately research the applicability of drawings and technical manuals for HM&E shipboard systems.
    • Ability to accrue and distribute relevant LARs. Knowledge of all ship classes/hulls and their corresponding planning/building yards.
  • Must have Inventory control experience in the following:
    • Minimum of one 1 year of specialized experience exercising inventory control of a naval technical library. Must include the operation of receiving, cataloging, barcoding, marking, labeling and filing documents for HUB files and technical codes and disseminate to technical codes and CORETL Customer Service Sites, as appropriate.
    • Must have a strong working knowledge in security classification and the handling of confidential material and the disposal of confidential material.
    • Utilize Naval Logistics Library (NLL) for ordering Technical Manuals and ability to follow up on requisitions.
    • Knowledgeable with the Navy Standard Technical Manual Identification Numbering System (TMINS).
    • Ability to differentiate between Naval Ships System Command/Naval Electronics Systems Command (NAVSHIPS/NAVELEX) and TMINS documents and how to catalog them within MBPS.
    • Understands the different classifications of material and how to properly handle them.
  • Must have Satellite library experience in the following:
    • Must have at least 1-year specialized experience developing and securing satellite libraries.
    • Experience must demonstrate ability to conduct audits, install revisions and changes in technical manuals, order new manuals, keep statistics, hold training, and utilize MBPS.
Desired Qualifications:
  • Prefer Experience transcribing hand-written text into typed documents using correct and appropriate formatting which support DOD and commercial correspondence.
Security Requirements:
  • Must have an Active Secret DoD Secret security clearance and the ability to maintain one.
Travel Requirements:
  • Occasional travel- less than 10%
  • If position requires travel by domestic flight or access to secure federal facilities/military bases, candidate must be able to obtain (by start of position) and maintain appropriate identification credentials, such as REAL ID. Pay Range: $40,955 - $45,760 per year
