Overview

DUTIES AND RESPONSIBILITIES:

The Senior Operations Research/Systems Analyst shapp be responsible for advanced expertise in operations research, math, and statistics for DoD testing and evaluation.

    Conducting test design, execution, and evaluation in the DoD operational testing and evaluation environment.
  • Advises on technical aspects and project management for joint tests. Conducting technical reviews, risk assessments, and mitigation strategies.

  • Providing parametric and non-parametric statistics, data analysis techniques, computer analysis tools, basic modeling and simulation applications, and survey test and evaluation methods.

  • Developing both quantitative and qualitative analysis methodologies appropriate for use in operational testing and evaluation of JT&E projects.
  • Providing direction for process modeling, issue identification, and measure determination.
  • Providing problem decomposition, concept development, test design, and data analysis methods; translates testing requirements; and makes recommendations for appropriate test venues.
  • Developing dendritic decomposition and determination of operational measures of effectiveness.
  • Providing technical risk assessment and identifies test limitations and assists in developing risk mitigation strategies for planning joint tests and evaluations.

REQUIRED SKILLS:

EDUCATION AND EXPERIENCE:

  • Possess a TS/Sensitive Compartmentalized Information (SCI) Security Clearance.
  • Ten years of experience in:
    • determining operational measures of effectiveness.
    • advanced operations research, mathematics, and statistics as applicable to DoD operational testing and evaluation.
    • providing technical advice in support of developing problem statements, test issues, measures, and applying analytical methodologies.

SKILLS, KNOWLEDGE AND ABILITIES:

  • Skilled in problem statement development, test design, and execution.
  • Strong analytical capabilities for quantitative and qualitative analysis.
  • Oversight and guidance for test teams, including issue identification.
  • Proficient in problem decomposition, concept development, and data analysis.
  • Ability to read, write, speak, and understand English.
  • Demonstrated Proficiency in the MS Office suite.
  • Ability to multi-task and effectively prioritize business needs and issues.
  • Follow-up, follow-through, and project management skill required.
  • Extensive knowledge of federal and state safety regulations.
  • Demonstrated strong time management, planning and project management skills.
  • Proven ability to interface with all levels within an organization.
  • Must be skilled in developing positive customer relations skills.

Essential functions require light to moderate physical exertion in lifting and carrying items weighing from 10 to 50 pounds with occasional lifting over 50 pounds with assistance. The position requires long periods of standing, stooping, climbing and working in areas of operating equipment. Work shall be performed throughout the buildings and some outside work may be required.
