Overview

The Engineering Technician IV reports to the US Coast Guard CTISC Program Manager and will perform assignments that to maintain Radio Frequency (RF) Communications systems throughout the USCG, as such C3CEN maintains lab facilities comprised of all USCG core technology RF communication systems including but not limited to power supplies, power distribution circuits, MF, HF, VHF, UHF, SHF, MILSATCOM, test equipment, and ancillary equipment. The RF Communications labs are used for development efforts and to support fielded systems. This task order supports the sustainment of C3CEN's Portsmouth RF Communications lab facility including the antenna farm and the equipment therein, and to maintain the configuration database for C3CEN's remotely located lab mockups.

MAJOR DUTIES AND RESPONSIBILITIES:

    Lab Management: The Engineering Tech IV shall be responsible for the management of the C3CEN RF communications lab, ensuring its safe use; operational availability; configuration control and cleanliness. The contractor shall utilize CG enterprise project management to plan work efforts and to coordinate lab usage schedules.
  • Lab Maintenance: The Engineering Tech IV shall become familiar with the operation, maintenance, and systems interface of all lab systems and shall be able to train others in the appropriate operation, maintenance, casualty identification, troubleshooting, and repair. The contractor shall ensure all lab equipment is properly maintained in accordance with the manufacturer's technical manuals and established CG maintenance procedures. Should any lab equipment fail, the contractor shall notify the appropriate asset manager, troubleshoot, and repair the equipment back to a fully functional state if possible, utilizing available spares. The contractor shall track and coordinate test equipment calibration; manage and organize lab spares, tools, and equipment making recommendations and assisting in the acquisition should additional items be needed to efficiently carry out lab functions.
  • The Engineering Tech IV shall have the following skills which are needed to properly conduct the required maintenance:
    o Measure and record receiver sensitivity via signal injection using SINAD or FM Quieting methods.
    o Measure and record transmitter power, frequency error, and modulation using an Anritsu 3920 Digital Radio Test Set.
    o Measure and record antenna system VSWR using both a Bird watt meter and Anritsu Site Master.
    o Operate, measure, and record signal using an oscilloscope, audio generator/receiver (telephone test set), digital volt/ohm meter, megohm meter, and Simpson analog meter (or similar).
  • Lab Configuration Management: The Engineering Tech IV shall maintain the lab's equipment configuration, ensuring any changes to rack and equipment configurations are approved by the appropriate equipment asset manager, division logistics manager, and property custodian prior to being implemented. The contractor shall update the appropriate CG configuration database to reflect the approved changes. The contractor shall manage the configuration database for the Portsmouth, Alexandria, Baltimore, SPAWAR, and Rheinmetall mockups, making updates as directed by the Contracting Officer's Representative (COR).
  • Lab Documentation: The Contractor shall maintain and update documentation of all equipment baselines including the equipment manuals, help guides, technical guides, and drawings for the lab facility.
  • Lab installations and de-installations: The Engineering Tech IV shall install/de-install equipment as directed by the asset manager and as approved by the logistics manager and property custodian, including but not limited to power supplies, power distribution circuits, MF, HF, VHF, UHF, SHF, MILSATCOM, test equipment, and ancillary equipment.
  • Validation of Maintenance Procedures and Technical Documentation: The Engineering Tech IV shall validate, through the use of lab equipment CG maintenance procedures, system operation and verification tests (SOVT), pre-installation test and check out (PITCO) procedures, operational and technical Help Guides and other technical documentation, providing feedback to the equipment SME as directed.
  • Field Technical Assistance: The contractor shall provide remote technical assistance to field units utilizing the lab facility as a baseline for troubleshooting as directed by the COR. The contractor shall update the appropriate CG database to track troubleshooting efforts.

REQUIRED SKILLS
EXPERIENCE, EDUCATION AND LICENSURE:

  • Must be a US citizen and possess and be able to obtain/maintain a SECRET clearance.
    * High School diploma, 8 years' experience in US Coast Guard or US Navy C4I systems, specifically Radio Frequency (RF) Communications systems for the US Coast Guard preferred.
  • Or High School diploma, US Coast Guard or Navy "C" or "A" school 6 year experience in US Coast Guard or US Navy C4I systems, US Coast Guard or US Navy C4I systems, specifically Radio Frequency (RF) Communications systems for the US Coast Guard preferred.

KNOWLEDGE, SKILLS & ABILITIES:

  • Must be highly organized and have excellent oral and written communication skills in order to interface with personnel and other government agencies at all levels.
  • Ability to handle multiple tasks simultaneously.
  • Ability to communicate effectively orally and in writing.
  • Must be able to understand and interpret Engineering Drawings.
  • Must demonstrate thorough knowledge of Microsoft applications (MS Word, PowerPoint). Solid Excel experience is a must.
  • Ability to work independently.

Near visual acuity to review written documentation; ability to hear and understand speech at normal room levels and on the telephone; lift horizontally and vertically.

ADDITIONAL QUALIFYING FACTORS:

Must have the ability to obtain and maintain a secret security clearance. In addition, a satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States and for TFSI are required.

Salary
$27.52-35.00/hourly
