We're hiring!!! CoSolutions, Inc. is looking to hire a Contracts Administrator to join our fantastic corporate HQ team. This is a REMOTE opportunity. POSITION SUMMARY:

Oversee prime contracts/subcontracts administration for the preparation, negotiation, acceptance and management of contracts and task orders of all types, including time and materials, firm-fixed price, cost plus, level of effort, GSA, GWAC, and IDIQ contracts with various Defense, Intel, and Civilian Federal Government Agencies and teaming partners.

RESPONSIBILITIES:

Business Development:
  • Review and analyze solicitations for potential risks.
  • Review proposals in development, for contractual compliance to the RFP.
  • Prepare and review teaming agreements, NDAs, consulting agreements and other contractual agreements.
Program Operations:
  • Monitor existing contracts for compliance with existing contract and subcontract terms; identify and escalate challenges that may threaten performance.
  • Document fulfillment of contract milestones/deliverables and invoices.
  • Respond to inquiries from our customers, subcontractors, and vendors.
  • Advise project management of contractual rights and obligations and provide interpretation of contractual terms and conditions.
  • Process modifications and advise programs and finance of their implications including SCA schedule changes.
Corporate Operations:
  • Negotiate and administer agreements between the company and our customers, subcontractors, and vendors ensuring adherence to company policies and government regulations; Protect the company's contractual posture.
  • Maintain company registrations, reporting and disclosures in government systems (SAM.gov, CPARS, beta.certify.sba.gov, DSBS, etc).
  • Keep contract backlog data up to date for reporting and corporate planning purposes.
  • Ensure compliance with laws and regulations in support of our federal business including export control and FAR/DFARs requirements.
  • Foster a culture of compliance within the company.
  • Advise corporate leadership of contractual rights and obligations and provide interpretation of contractual terms and conditions.
  • Maintain and update contract records and files in company's corporate SharePoint portal.
  • Administer corporate ITAR program with outside assistance.
  • Participate as key member of corporate ISO quality program.
  • Work with customer and company finance department to handle contract closeouts.

REQUIRED Education & Experience:

  • Bachelor's degree in relevant field.
  • Minimum 5 years' experience managing federal government contracts.
  • Working knowledge of FAR, DFAR, DCAA and government contracting regulations and requirements.
  • Understanding of ISO compliance.
  • Knowledge of OCONUS contracts.
  • Experience with all contract types, including fixed-price, T&M, cost reimbursable, GSA schedules, GWACs, BPAs, and Rapid Response IDIQs.
  • Knowledge of government contract and subcontract processes including flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retention.
  • Experience with reviewing terms and conditions and statements of work for areas of risk and risk mitigation in accordance with company policies and procedures.
  • Experience establishing agreements with small business prime contractors and understanding of Federal Small Business workshare rules.
  • Understanding of CPARS system, policies, systems.
  • Excellent verbal and written communication skills.
  • Strong negotiation skills.
  • Proficiency in Microsoft Office 365 including Word, Excel, SharePoint.

DESIRED QUALIFICATIONS:

  • Experience with the preparation of price proposals/volumes and accounting/CAS compliance
  • Assist with cost estimating, bid pricing
  • Understanding of SCA / WD labor pricing
  • Understanding of SBA All Smalls Mentor Protege Program (ASMPP) and Joint Ventures
  • Ability to obtain federal security clearance
  • Knowledge of ITAR
