Position Description

Company Logo CRA, Inc., a Northern Virginia based government contractor exclusively dedicated to providing homeland security consultation services to Federal, State, local governments, key private industries, and critical infrastructures, is currently recruiting for a Technical Assistance and Planning Project Manager.  



Position Description:

The Technical Assistance (TA) and Planning Project Manager will be responsible for:  executing work plans and additional program tasks; effectively accomplishing and compiling subject matter research; coordinating resources to ensure work plans and program tasks are met; as directed, work closely with the Federal client, States and local jurisdictions; supporting the Director of Technical Assistance and Planning, and ensuring that critical quality control measures are followed. The position will lead projects in the development, design, coordination, and conduct of a wide range of planning, training, technical assistance and exercise activities. Provide technical assistance support to the clients in the design, development, execution, and facilitation of conferences, seminars, multimedia presentations and exercises. Primary focus is on delivery of planning TA to State, local and Tribal personnel for all hazards capabilities. The Project Manager will be expected to participate in development of national planning guidance and piloting of new national initiatives. Requires frequent travel and coordination with federal program coordinators, state, county and city planners throughout the United States.  Work is based out of the Alexandria, Virginia office.  Candidate must be willing to live within commuting distance.

 

Reports To:   Reports to the Director, Technical Assistance and Planning

Position Responsibilities:

  • Develop or revise catastrophic response plans for major jurisdictions
  • Research and develop materials in the compilation of strategic plans, national policy guidance, jurisdictional plans and policies, procedures and systems.
  • Maintain relationships with key federal agencies as well as state agencies, local jurisdictions, first responder groups, volunteer organizations, private sector and other organizations.
  • Possess the organizational ability to work effectively with multiple organizational units and projects simultaneously.
  • Possess the ability to work on a wide range of tasks and projects simultaneously. 
  • Candidate must be willing to travel to support the work being delivered to our customers.
  • Possess the computer skills necessary to build and quickly modify complex, multi-media presentations for customers on site (Microsoft PowerPoint). 
  • Conduct administrative responsibilities including taking and typing of meeting minutes, handle travel arrangements and complete project reporting requirements.
  • Possess the computer skills necessary to compile research and proposal related documents.
  • Possess spreadsheet and/or project management software skills (Excel / Microsoft Project).
  • Provide direct support to the planning, coordination, and accomplishment of conference events.
  • Develop project work plans and budgets and manage consultants utilized on projects.

Skills, Experience and Qualifications:

  • Ability to plan and organize work; assess and direct TA support operations.
  • Ability to establish and maintain effective working relationships with other CRA divisions, State and Federal authorities, civic leaders, and the public.
  • Ability to prepare and present oral and written material relating to the activities of the Division.
  • Ability to work under physically and emotionally stressful situations.
  • Extensive plan development for states, major jurisdictions, or federal agencies
  • Degree from an accredited college or university in emergency management, political science, criminal justice, public communication, social sciences area, or other related discipline or significant experience in related projects.
  • Possess excellent verbal and written communications skills to ensure high quality products and services and work effectively with Federal clients.
  • Ability to quickly and correctly proof read complex documentation for quality control and technical correctness.
  • Knowledge regarding emergency response, strategic planning, grant procedures, emergency public information, emergency operations centers, catastrophic logistics, disability related planning, evacuation, sheltering and continuity planning efforts a plus.
  • Ability to research and understand Homeland Security Directives and other pertinent policy and planning guidance.
  • Prior experience with FEMA programs, NIMS, NRF, NFPA 1600, scenario-based and capability-based planning procedures.
